To their defence: Maybe they thought this was a real quote JFK actually said, and not a tweet from the 60s.

I wonder if Hanlon shaved with Harry's Razors?

Hanlon's razor is "Never attribute to malice any action that can be attributed to stupidity." And it keeps me going some days

The quote is often said as "stupidity" or "incompetence". Which could very well be the case here.
