What does operational-tactical mean for UAVs? Are they the like shaheds or other kamikaze drones which attack civilians, or they are combat drones which are used on frontlines, like fpv and reconnaissance?

As I understand, it is both recon and attack drones.
There is a specific list for the large attack-drones, this is the one from today:
