There is a video released by developer Colossal Order called "The Journey" or something like that in which they say that basically they were two years late in development. so apparently at that point the publisher Paradox set a deadline for release. Even though the game clearly wasn't ready.

The fact that publisher and developer now part qays says probably enough about their relationship during the creation of the game.
