Tusk is the PM of Poland, he's the one making the accusation and he claims they did it at the behest of Russian intelligence. Did you read it at all?

Of course they didn't. If they did, they'd see Western media saying the same thing this article is saying:

The prime minsiter accused the suspects of working “with the Russian intelligence for a long time.” According to Tusk, both alleged perpetrators fled to Belarus after the incidents.
