It is the church's fault for penetrating but the state's fault for consenting

What? Anglicanism was created by King Henry VIII. I guess you could argue it actually was a sort of separation of church and state, since it removed the Roman Catholic influence over domestic affairs (except through those people still following the Pope).

A fundamental aspect as well since the core of anglican is that the monarch is the head of the church. But the monarch is also head of state...
