What would have been the penalty for Verstappen if they had replaced the power unit before the qualifying?

It wasn't just the engine. They didn't know how hopeless the car was before running in quali, and needed to break parc ferme to change the cars setup, which would have been a pitlane start regardless of engine change. The engine was more an added bonus.
