He braked too late and crashed into someone, that's a very clear penalty.
You've seen the same move done by Verstappen (and I think also Bearman) a few laps later. The difference is that they were given space to make the move while Antonelli didn't leave space for Piastri. Piastri did what he could to give Antonelli space but it's not like he can make himself intangible.
Antonelli had nowhere to go, Piastri had to see this
Which makes it a racing incident because he tried to give Antonelli room but there simply wasn't any room left to give.
That's the kind of judgement the attacking driver must make though.. Will there be enough space or not? And Piastri's tires were blocking because he wasn't breaking at the right moment.
His tires were blocked because he had to break extra hard to not just drive into Antonelli.
This is where Max is more smart and ballsy. He fully commits meaning if there is contact it's side by side and he's not gonna get a penalty. Piastri was a bit half hearted.
