Putin would do it if Venezuela promised their oil and other valuables to Russia. Armenia doesn't have the giant lake of oil under it that could help keep the Russian economy going.
One of the hardest parts of moving Russian oil is that it has to travel by hidden ship through the Baltic, which should be renamed to the NATO Sea. Their ships get intercepted and they lose oil revenue. But if they had ships moving out of Venezuela, they can sell that huge amount of oil all over the world. It's Venezuelan, so it is exempt from sanctions.
Venezuela’s oil is sanctioned too though. Definitely not as much as Russia's though and I agree it’s easier for the shadow fleet to export out of there than through the Baltic.
