I don't think they even put that much thought into it. I really believe it was trial and error of "oh... That trashy headline got more clicks. More of that please!" And that was the end of the thought process.

You put more thought into their actions than they did, collectively.

...but the reason those headlines got more clicks was the lack of education.

You can argue about whether there was intent or not behind it, but that explanation was why this is happening.
