Irfanview has been my image viewer on Windows for years now. You can install the full plugin pack from the main website (button below the main installer download) and you'll be set for just about anything that identifies as an image.
(edit) It's not FOSS though, but it is free.
Yeah, Irfanview is what I use too. Easy to set up, quick & light, and it‘s actually my go-to for converting a picture into a different format.
Irfanview is the best without a doubt, even if it is only freeware, works also on Linux with Wine. XnView is good but freemium proprietary soft.
Good FOSS Alternatives are
GwenView and PicView, both with inbuild editors.
