Because he doesn't think in terms of manufacturing. It's just "I want X, X shows up a month later" with no thought of the actual steps in between. A lot of people don't think about things like the transitional steps between "I want to make X" and "X now exists" - my own stepfather had to have it explained that the steel tariff would hurt almost EVERYTHING because modern society uses so much steel, because "oh then they'll just use more steel" like it's Civ V and your workers just passively produce it.
