The overall structure and generous use of Oxford commas here tells me this was most definitely not written by Trump.

It's hilarious that whenever he needs to write something serious and/or remotely articulate, his team calls upon a slightly smarter, marginally more competent person to write it up and post it.

I just assume anything remotely coherent, albeit still insane, was written by Stephen Miller.
