The overall structure and generous use of Oxford commas here tells me this was most definitely not written by Trump.
It's hilarious that whenever he needs to write something serious and/or remotely articulate, his team calls upon a slightly smarter, marginally more competent person to write it up and post it.
This person is also a terrible writer then.
Maybe they're trying to emulate his style.
