Officer wanted to subdue suspect for (again, no context given, so we will say killing a puppy)

Suspect resisted arrest.

Officer could not subdue suspect due to lack of training or lack of strength.

Officer escalated to non-leathal force to subdue suspect. A taser.

Both are still alive.

Assume suspect is in custody and lives to fight in court.
