The paper means if they happen to win, the US gets to the minerals that are currently in areas occupied by Russia. If Ukraine loses, the US doesn't really get anything, but if Ukraine happens to win, then the US does.

Basically, the US signed a piece of paper that says we get stuff if you win. I'm sure it has something about security guarantees, but it isn't like the US is reliable.
