This whole situation is so goddamn stupid. I'm not even clear what the moron thinks this will accomplish. You can't build industry overnight nor convince people to work jobs they don't want to work for unacceptable pay. There are certainly ways to increase manufacturing within the US, but it doesn't have shit to do with any other country.
The best way to bring manufacturing back to America is to promote labor rights abroad. Instead of dragging other countries industries down with TARRIFS, lift the workers of the world up, so they're no longer undercutting each other in the labor market.
Reward companies in America that make products with union labor, regardless of if those unions are American or not.
