Have you arranged windows by hand, or are there extensions for kde that turns it into a tiling wm?

You can swap out kwin for any other window manager if you want, say I3, sway, or DWM.

No clue if that's what they're doing, it looks manual to me with the odd spacing, and uneven windows, but here's a tutorial:

I'd look for something distro specific though to be fair

Its a fake control pannel: just a bunch of widgets next to each other - by now Ive changed it to a normal control pannel with no gaps though (widgets are kind of a pain on kde)
