Not being an expert on the lore, I'd be willing to bet it exists solely for merchandising
I had a Batman action figure with a bright prison orange suit. The least stealthy suit possible. But I was 8 and thought it looked cool and begged my mom for it.
If Batman didn't want to be seen he wouldn't dress up as a bat.
Batman doesn't always wear black. There's a time and a place for everything.
Orange suit is for infiltrating pumpkin displays at grocery stores.
