Man, if this worked, I'd be the happiest person you know.
It does work with some bosses who get really confused about your non concern, especially if they see you normally work really hard and get shit done. They kind of don't know what to do about it if they don't want to lose you.
I've seen people pull it off and also sometimes they're just burnt the fuck out and don't care, especially if the time you choose to do it doesn't make them look worse or add work for them.
Make your boss's life easy 90% of the time time and they usually won't care.
You really have to find the sort of job where you have specific things you need to get done and done well, and if you accomplish that you generally make your own hours.
You never know until you try!

... this might actually be a from a Matt Groening Life is Hell / Work is Hell comic strip now that I think about it.
But it's possible I've been around long enough to expect this sort of thing from at least one sort of manager.

I assumed it was a take on the "it's 10 o'clock somewhere" as an excuse for morning drinking, and I assume the song was some derivative of that?

Mostly agree, but I think it’s about the time of day when it is socially acceptable to start drinking.
“The sun is past the yardarm” and “it’s 5 o’clock somewhere” are fairly heavily used phrases in the UK to signal that it’s drinking o’clock. Twonks is from the UK. I never knew there was a song until now.
The phrase "It's 5 o'clock somewhere" is much older than that song. I was aware of that as a fairly popular saying long before the song came out. Apparently, it dates back to at least 1959.
That doesn't really affect your point, which is that the comic is just retelling a famous joke almost exactly as the joke was originally stated.
