The law requiring release of the Epstein documents is a federal law, so the federal justice system has jurisdiction.
And each state only has jurisdiction over acts that took place within that state.

Slight quibble: being quartered means having your top half separated from your bottom half and your left half separated from your right half. The "drawn" part means you're dragged around the city first. Otherwise you're 100% correct.

A while back, I wanted to tell my son about some other crime this monster had admitted to, and my son didn't know who I was talking about, so I described him as Fred Flintstone's uglier, stupider brother, and my son instantly knew who I was talking about.
