I could be wrong, but I think the person you're replying to is mixing up their facts.
There is a popular theory that the ballroom building was a smokescreen to hide renovations on the White Houses bunker, which is under the same wing.
The ballroom isn't underground, but construction of the ballroom was done in order to justify renovations on the underground bunker.
