I'm sure they'd deploy their own fiber backbone.

Not to mention that Patagonia spans multiple countries.

In my experience, the rich almost never get richer by spending their own cash. Even the local ISPs are operating on the government deployed backbone in that region. Sole exception might be Movistar but I'm not sure about that. And convincing the current government or the next one to prioritize spending cash on this will be extremely hard.
