Nope. currently, 67 counties and cities do: https://laborcenter.berkeley.edu/inventory-of-us-city-and-county-minimum-wage-ordinances/

And half the population lives in what are considered "rural" areas.

Edit: I guess that last part isn't true anymore. Only 20%.
