No Europe hasn't yet. But France is certainly as serious about it as China and it is halfway through creating feasible alternatives for the complete worklflow. Once that is fully implemtented it will get much easier for all the other member states and also "Brussels" itself to follow suit. Also , having this for state bureaucracy also makey private business application much easier.
