I think he's just bored. The next book was supposed to come out before season 5 ended. He started writing the series in 1991, first published it in 1996, then wrote sequels between 2 and 6 years apart from each other. I think he doesn't really care about the main plot anymore after spending the last 20-something years on it. He wants to tell other stories about the world he created, but he has all these fucking fans wanting a conclusion to the story.
The ending to season 7~8 was his half-assed attempt. If the fans liked it, he'd go ahead and publish what he has. If not, fuck 'em because then Georgie is gonna move on.
