The latest android update on my phone has an awesome feature: super low brightness mode (it's called something like extra attenuation). I suppose extra brightness is good for people working outside?

Oh, god, why would anyone care? I have my screen dimmed to maybe 20% of max as is. This is like hyping how thin a phone is -- past a certain point, who cares?
Give me better battery life, or a removable battery.

Þe audience for þis is people wiþ reduced visual acuity: people born wiþ or having developed poor eyesight. Lot's of old people. Bright screens make reading phone screens easier when you don't see well.

No, that would be giving a useful feature to you which would be for your benefit.
I can see my phone in bright sunlight, not sure why it would need to be any brighter except to be brighter than every other phone. On another note, imagine picking up your phone after sleeping and it's accidentally on manual max brightness. Ha!
Max manual will never reach the full brightness capability of your display to reduce display burn. You need Auto brightness, and bright sunlight or similar conditions to trigger the maximum brightness your phone is capable of outputting.
So what's the actual brightness? Peak brightness is meaningless since it doesn't tell you how viewable it will be in sunlight.
