Yeah, seems like a weird half step up to go from F16 to Typhoon. I assume they're old F16s.

A lot of countries donโ€™t have comically large defense budgets. Portugal is one of those countries. Theyโ€™re not โ€œpoorโ€ per se in terms of GDP, but theyโ€™re also not rolling in silly amounts of cash. Both the EF2000 and JAS39 would be great choices.

But they are tied into the US procurement pipeline quite fundamentally

Sure, but they already have F16s. Also, if there is anything the US loves to sell, it's military equipment.
