NYC is very blue and those cities are way less progressive

well, i'm not sure that's culturally true. RE Seattle, I doubt they've ever had a Republican mayor in recent memory (while NYC had Guliani and Bloomberg), though Seattle may have been so thoroughly gentrified now by techie kids such that working class people have moved out of the city limits, such that more "radical" positions are less tenable to the voter base.
