That's 99% an ad hominem. Not defending the r*pist or his mom, just saying that skipping this sorta low-hanging whataboutism has a better chance of getting people to come to the table on public spending. If OP wasn't left-handed they'd know that.
I totally agree that ad hominem is counterproductive. I'm glad even people of limited intelligence like you can see that.
It is a comparison, because it has the same reason.
Comparisons are valid, even if they play close to the other person.
Ad hominem is just attacking a person without any valid arguments.
It's not a comparison, it's a simile
Now define simile without using the word 'comparison', since you believe a simile isn't a comparison
It's when one thing is likened to another thing, so as to transfer attitudes or understanding from the second thing to the first thing.
So since you are transferring the attitudes or understanding, then those things would no longer be applicable to the first, after they were transferred.

No. Ad hominem would have been "why should we listen to you? You raised a rapist." Very different.

I mean it’s not really an adhom. An adhominem implies attacking a person rather than argument. This is insulting a person for their family (assuming she probably defended him) and pointing to that insult as an example of investing in society.
Eh, to be really pedantic, ad hominem is more when you ça point how a person contradict himself in his reasoning.(The coherence of their arguments) Attacking the person itself and not their argument or how they use them is ad personam
You can say the word rapist
An anthropology/sociology dual-doctrate program would get the point across much better. I'm not sure twitter is really suited for that, and I usually lose people by sentence 3. Sometimes a pithy own serves the purposes of communicating to your public audience much better, especially when the person you're responding but not necessarily talking to is not the sort to communicate in good faith.

It's an argument and an insult.
An actual Ad hominem debate tactic implies it's a distraction from making an actual argument by trying to discredit the person who you're arguing against/or their source.
i love that we are in agreement during this conversation, and are getting more and more precise and correct as we go on.
