Progesterone in capsules is usually contained in some kind of oil, which sounds like a really bad idea to snort because if it ends up in your lungs you risk lipid pneumonia. If it's a powder, i don't know how well absorption will work without such an oil as a carrier substance.
I've heard from a few people who've tried both oral and rectal use of prog and report different effects from each route, but prog's effects are all over the place to begin with, there's very little research into them and you basically have to try things out for yourself and see how it works for the immediate effects people take prog for (as a sleep aide and for libido). And how it affects breast growth is honestly really difficult to say for sure. Like, when i was on prog, sure, my breasts grew, but that was between my 12th and 18th month of HRT, they just do that during that time and i have no way to tell if they did so more than they would've otherwise.
